That’s the Blogger header navbar up there.
How to remove it:
1. Login to Blogger and click DESIGN.
2. Click the ‘EDIT HTML’ tab and put the following code in the header part:
#navbar-iframe
{ display: none !important; }
{ display: none !important; }
3. Click SAVE TEMPLATE.
